đź“„Germany is preparing to reintroduce elements of compulsory military service, with a new system set to begin implementation in 2026 and full-scale medical screening for all 18-year-old males starting in 2028. The proposed system will require all 18-year-old men to undergo a mandatory health examination, regardless of their interest in joining the armed forces. In addition, both men and women aged 18 will receive an annual questionnaire to assess their willingness and fitness for military service, although only men will be legally required to respond.

The new framework is expected to be implemented early next year, with necessary infrastructure—such as barracks and training facilities—to be prepared within the next two to three years. The final decision to reactivate full conscription will depend on operational readiness and external security conditions.

Experts in European security have warned of a potential Russian military threat against NATO allies within the next four to five years. In response, Germany aims to expand its active-duty personnel from the current 182,000 to 260,000 by 2029, while also building up a military reserve force of 200,000 troops, significantly increasing from the current 49,000.

Although conscription was suspended in 2011, Germany’s Basic Law still permits mandatory military service for all males aged 18 and above. The Defense Ministry therefore regards the policy not as abolished, but merely temporarily deferred.

Analysts predict that Germany will gradually shift toward a hybrid system of voluntary and compulsory service. While the initial focus is on voluntary enlistment through civic incentives and early recruitment, compulsory service could be activated by 2028, especially if regional tensions escalate or recruitment targets are not met.

Germany is cautiously positioning itself to reintroduce military conscription amid rising geopolitical threats. Though not yet mandatory in full, the 2028 medical screening for all young men signals a decisive policy shift—reviving a dormant framework in preparation for future national defense needs.
